Before hiring a firm
RRP renovation work and lead abatement are different work categories. Contact each firm directly about the proposed scope before engaging anyone.
Explain the property age, affected surfaces, unit count, and whether painted surfaces will be disturbed.
Ask the firm to confirm its current EPA firm certification, insurance, availability, price, and whether its scope fits the work.
EPA RRP work does not replace licensed Ohio lead-abatement work when abatement is required. Guardian does not perform renovation or abatement work.
RRP answers for Cleveland owners
RRP, lead abatement, risk assessment, and clearance are related but different services. The right next step depends on the work and the property’s City requirements.
RRP means Renovation, Repair and Painting. EPA’s RRP Rule addresses paid renovation work that disturbs painted surfaces in covered pre-1978 housing and child-occupied facilities. It can include repair and maintenance, painting preparation, carpentry, plumbing, electrical work, window replacement, and demolition of painted surfaces. Whether the rule applies to a specific project can depend on the work and any applicable exception; use the EPA’s contractor guidance for the current rule.
Yes. RRP concerns lead-safe work practices during renovation, repair, or painting. Lead abatement is a separate, specialized activity intended to address lead hazards. An RRP listing does not establish that a firm is licensed for lead abatement; ask a firm which credential and work scope apply to your project.
Not necessarily under the federal RRP Rule: EPA says paint testing is not required by that rule, although its guidance explains when testing may be used. Cleveland rental certification and a property’s specific repair plan can create separate needs. If you need a risk assessment, paint inspection, or a clearance examination after work, book an inspection with Guardian to discuss the appropriate service.
No. Cleveland issues the Lead Safe Certificate through its certification process. An RRP firm may be part of a repair plan, but RRP firm certification is not the same as a lead risk assessment, clearance examination, or Ohio lead-abatement credential. The City’s rental-property guidance explains the certificate’s role in rental registration.
No. This is a contact resource, not a certification database. Before contracting, confirm the firm’s current EPA certification, assigned certified renovator, insurance, scope, availability, and price directly with the firm. The EPA firm locator is the appropriate independent starting point for a current firm-certification check.

Each contact receives the same presentation. Guardian does not rank, recommend, guarantee, or sell preferred placement for any firm.
This is not a current-certification verification, a recommendation, an availability confirmation, or a City endorsement. Confirm credentials, pricing, insurance, scope, and capacity directly with the firm.
