Cleveland’s New Documentation Standard

As of November 2025, the City of Cleveland requires all visual assessments to include component-by-component identification with room equivalent, wall side (A/B/C/D), specific component, and condition for every surface. Our reports have always met this standard—and now we can produce them for you.

How It Works

    Perform your standard field work—visual assessment, dust wipe collection, paint chip and soil sampling as applicable. Photograph every assessed component thoroughly. We recommend using a field camera app like Solocator that stamps location and date information on your photos, but any well-organized photo set will work.

  2. Submit Your Field Data

    Send us your completed ODH HEA 7729 visual assessment form, HUD 5.0 risk assessment report form, HUD 5.6 multi-unit questionnaire (if applicable), floor diagrams, lab results, and your inspection photos. We accept submissions via secure email or file upload.

  3. Receive Your Finished Report

    We produce a comprehensive, photo-documented, component-level report with prioritized remediation guidance—formatted for Cleveland Lead-Safe Certification submission. Typical turnaround: 3–5 business days. Rush options available.

Questions from Assessors

Do I need to use Solocator specifically?
No. Solocator is just our recommendation because it’s widely used in the inspection industry and makes photo organization straightforward. Any camera app that stamps location and date on your photos works well. You can also use your phone’s built-in camera with location services enabled.
How detailed do my 7729 forms need to be?
The more detail you provide in the field, the better your report. At minimum, we need room equivalents with component-level notes—window frame materials, window sill materials, flooring types, exterior siding material, and similar substrate details help our systems produce the most accurate report possible. Good photos can fill in gaps, but nothing beats thorough field notes. General entries like “All windows—intact” don’t give us enough to work with. The closer your notes are to the component-level standard Cleveland now requires, the faster your turnaround.
Will my clients know the reports were generated by Guardian?
That’s your choice. Reports are delivered to you as the licensed assessor of record. How you present the service to your clients is entirely up to you.
What’s the turnaround time?
Standard turnaround is 3–5 business days from receiving complete field data and lab results. Rush options are available for faster delivery. Multi-family buildings with many units may take slightly longer depending on size.
Do you serve assessors outside of Cleveland?
Yes. While our reports are optimized for Cleveland Lead-Safe Certification formatting, our report generation service is available to licensed assessors across Ohio. We can adapt formatting for other jurisdictions on request.
Can I send a test property first?
