Lead Safe Certificate Cost in Cleveland: What You Pay in 2026 and Why
October 15, 2026 · William M. Barker, LA 10055
The question we hear most from Cleveland landlords and property managers is some version of “what will this cost?” This post walks through the Lead Safe Certificate cost in Cleveland for 2026: the pieces you pay for, what moves each one up or down, and what financial help exists now that the best-known landlord incentive has closed.
Scope note: This article reflects City of Cleveland pages and Guardian’s published pricing as reviewed October 14, 2026. It is general information, not legal advice. For a question about your own property, call William at (216) 800-8259 or confirm with the City.
The Four Parts of a Lead Safe Certificate Cost in Cleveland
1. The lead risk assessment. On the ordinary two-year pathway, the usual starting point is a lead risk assessment by an Ohio-licensed lead risk assessor. The assessor visually evaluates painted surfaces, collects dust-wipe samples (and paint-chip or soil samples where applicable), has them analyzed by a laboratory, and writes the report we submit with your City application.
2. Repairs or hazard control, if the assessment finds hazards. Lead hazards come from deteriorated paint and lead dust, not from the mere presence of old paint. Paint-disturbing repair work must follow EPA and Ohio RRP requirements and be done by an RRP-certified firm. Formal abatement requires appropriately licensed Ohio lead-abatement professionals. This part varies most. It depends on how many components have deteriorated paint, especially friction and impact surfaces such as windows, doors and porches, and whether there are dust hazards to address. Repair pricing comes from the firm doing the work, so we do not quote it here. Our post on what happens after a lead risk assessment finds hazards covers the steps.
3. A clearance exam, if needed. After hazard-control work, a clearance examination checks the work areas, or the whole unit where required, against Ohio clearance levels. It is not automatically required after every assessment. Whether you need one depends on what the assessment found and what work was done. Clearance prices are on our pricing page, along with our other services.
4. City fees. The City’s Lead Safe Certification pages state that there is no fee to apply for the certificate. Rental registration is a separate annual City filing, and the City’s current fee for it is $70 per unit. City fees can change, so confirm on the City’s pages before you budget.
Lead Risk Assessment Cost in Cleveland: Our Published Prices
These are the prices for a lead risk assessment with Guardian:
- Single-family: $450 with updated windows, $525 with original wood windows.
- 2-4 unit properties: first unit at the single-family rate, then $350-$400 per additional unit.
- Larger buildings: quoted individually.
- Accredited lab analysis included.
If you are asking about a Lead Safe Certificate price per unit for a small multi-family building, that is our part of the cost. Repair work and any clearance exam depend on what the assessment finds.
We perform the lead risk assessment (and clearance exam if remediation is needed) and provide the city-submission-ready report. We submit the application with our report. The City of Cleveland reviews both, then either issues the Lead Safe Certificate or sends a notice saying what must be addressed. Our report turnaround is 14-21 days after the site visit. City review time is separate, and we cannot predict it.
What Drives the Assessment Price
- Number of units. Each unit adds rooms to evaluate, samples to collect and findings to document.
- Windows. Original wood windows mean more painted friction and impact surfaces to evaluate and document, which is why our single-family price differs by window type.
- Samples and lab work. Dust-wipe samples are collected throughout the unit, with soil samples where there is bare soil. Each sample goes to an accredited laboratory.
- The City’s current report requirements. Reports now need detailed photo documentation and floor plans. Our post on Cleveland lead risk assessment requirements for 2026 covers them.
Owners tell us they have seen a range of prices, and quotes can differ for ordinary reasons. When you compare, ask each assessor the same questions: what the price includes, how many units and samples it covers, whether lab analysis is included or billed separately, and when you will receive the report.
Think About Cost Per Year
Under current law, the City says certification must be renewed every two years from the date of initial certification, unless a valid exemption applies. So the assessment, plus any repair and clearance costs, covers a two-year period. Dividing by two lets you set it against rent and other annual costs.
Is There Help With the Cost in 2026?
Many owners remember the landlord incentive from the Lead Safe Cleveland Coalition, which paid $750 to $1,000 per unit after the City issued a certificate. That program stopped accepting new applications on February 3, 2026, because its funding was nearly used up (Signal Cleveland, January 27, 2026).
Other programs have operated, such as the Lead Safe Home Fund, the City’s lead hazard control program and Cuyahoga County programs. We cannot confirm their current availability or what they cover, because funding and eligibility change. Check directly with the program administrators. The Lead Safe Cleveland Coalition’s Lead Safe Resource Center at leadsafecle.org is a good place to start. Guardian does not file rebate or grant applications, but the report we provide is yours to share with any program that asks for it.
Practical Ways to Manage the Cost
- Schedule before the certificate expires. Booking well ahead leaves time for repairs and a clearance exam if they turn out to be needed, and keeps your two-year cycle on track. Our Lead Safe Certificate lookup shows the expiration date the City publishes for a property.
- Have the property ready and accessible. Let tenants know, arrange access to every unit, and make sure basements, attics and porches can be reached, so the assessment can be completed in one visit.
- Group units and properties. If several of your units or properties have nearby expiration dates, scheduling them together is usually more efficient. Larger and portfolio work is quoted individually.
- Keep prior reports. Earlier assessment and clearance reports, plus the repair firm’s records, show the property’s history and help you plan repair budgets for the next cycle.
